A seat has opened up for one homeowner on BECCA’s Board of Council, and it’s time for the Baseline Community Association membership to elect a new representative.
The Board of Council is made up of four members — three declarants and one residential non-declarant (a homeowner) — who guide and oversee community programs, including:
- Educational programs and activities
- Special interest programs and activities
- Events
- Community partnership and philanthropic opportunities

Overview
BECCA stands for Baseline Enrichment and Community Collaboration Assembly. Its purpose and power are to conceive and implement social, artistic, cultural, civic, educational and recreational activities, services, programs, leagues and events to promote and sustain the sense of community, place, culture and enrichment within Baseline Enriched and surrounding areas.
BECCA is governed by a Council (Board of Council) consisting of 5 members. To provide programs to the community such as:
- Educational programs and activities
- Special interest programs and activities
- Events
- Community partnership and philanthropic opportunities
Currently, the board consists of four councilpersons — three declarants (i.e. three members of the developer team) and one residential non-declarant (a homeowner).
The residential position is open to Baseline homeowners and will be elected by the Baseline Community Association membership.
The non-declarant councilperson’s term starts immediately after BECCA’s Annual Meeting of Members, in which their election victory is announced. Their term concludes approximately two years later at the end of the second Annual Meeting of Members following their election.
Generally, the election process takes place over several months leveraging a variety of communications tools and opportunities – digital, print collateral, mailed notices, and in-person or virtual gatherings.
Election ballots will be accepted the day prior to the Annual Meeting of Members and are due by 5:00 p.m. that day. Any ballots after that time will not be counted. The election results will be shared with the community at the Annual Meeting of Members.

Becoming a candidate
In accordance with the Bylaws 5.03 Qualifications to serve as a Councilperson, each Councilperson, other than a Councilperson set forth in the original Articles or a Councilperson appointed by Founder, must be:
- eighteen (18) years of age or older
- an Owner of a Site and/or an occupant of a Site designated by the Owner of such Site.
For purposes of this Section 5.03, if an Owner or occupant is not a natural person (living human being), then any officer, director, partner, member, manager, or trust officer of such Owner or occupant with Owner’s written approval delivered to BECCA shall be eligible to serve as a Councilperson.
The Bylaw Section 5.04 states that the residential Councilperson’s term shall end after the second Annual Meeting following their election. In other words, the term shall end as of the 2029 Annual Meeting, at which time a new Councilperson will be elected.
- An interest in serving BECCA and fulfilling the vision for the community.
- A commitment to uphold the CC&Rs and related governing documents and applicable federal and state laws.
- A commitment to attend regularly scheduled Council meetings.
- Willingness to adhere to a Council Code of Conduct and Confidentiality Policy.
Eligible Baseline owners who are interested in running for the Council position may self-nominate by submitting the Residential Councilperson Candidate Application.
When nominating another Baseline Owner, please ensure the individual is eligible and interested in serving on the BECCA Council for the duration of the term. The nomination period is open Sept. 14 – Oct. 11.
The Council shall have the duty to manage and supervise the affairs of BECCA. Unlike traditional governance models, Baseline has been developed as a community with purpose and connection. Candidates seeking this unique role will be natural connectors, driven to support and promote the vision of Baseline. The Council helps guide and manage the creation of programs, activities, and services that facilitate neighbor-to-neighbor interaction, community engagement and shared responsibility for the quality of life in Baseline.

Voting
Only the Owner of the Lot is permitted to vote for the Lot. Each membership shall be entitled to one vote for each Lot owned. If there are multiple Owners of a Lot, only one co-owner shall cast a vote. In the event that more than one such co-owner casts a vote, the vote allocated to the Lot shall be suspended and excluded from the final vote tally.
In accordance with Section 3.08 of the Bylaws, Suspension of Voting Rights. The Council may suspend the voting rights of an Owner during and for up to sixty (60) days following any breach by such Owner of any provision of the BECCA Documents unless such breach is a continuing breach, in which case such suspension shall continue for so long as such breach continues and for up to sixty (60) days thereafter.
BECCA will host a virtual Meet the Candidates Forum on Oct. 21 at 6 p.m., via Teams conference call.
This forum is an important opportunity for the Councilperson candidates to introduce themselves and answer questions. If you have questions for the candidates, you can submit them for consideration here by Oct. 19.
To make the voting process efficient and convenient for all homeowners, and to ensure quorum quotas are met, there are two (2) voting options this year. For your vote to be valid, only use one method.
- Vote online (preferred)
Electronic voting is safe and easy. Follow the instructions on the invitation email you receive from “baselineresidents@ivotehoa.com” on Oct. 22. If you don’t receive the email, visit baselineresidents.ivotehoa.com/register to request your code. - Paper ballot
Request a paper ballot/proxy from your Baseline Community Life team at baseline@coherelife.com or call 720-464-5164. Please allow enough time for your paper ballot to be mailed to you, and for you to mail it back. Remember, your ballot/proxy must be received via USPS mail by Nov. 19 at 5 p.m. to be counted.

A quorum is deemed present if persons are entitled to cast 15% of the votes of Members who are eligible to vote, online or by paper ballot, prior to the Meeting of the Members.
This election will occur using electronic votes and mailed paper ballots. The timing of the election process will conclude near the time of the Special Meeting of Members.
Using both electronic and mailed ballots will allow increased participation in the voting process.
